1. Direct Vision Standard (DVS)

Introduced by Transport for London (TfL), the DVS rates HGVs over 12 tonnes based on how much the driver can see directly through their cab windows. Vehicles must meet a minimum star rating to enter Greater London or have a Safety Permit with additional safety measures installed (such as sensors, cameras, and audible warnings).

  • As of October 2024, the minimum star rating requirement is increasing to three stars, meaning many fleets will need upgrades.
  • Non-compliant vehicles can face fines of up to £550 per day.

2. FORS – Fleet Operator Recognition Scheme

FORS is a voluntary accreditation that has become an industry standard in London and beyond. It promotes best practices in:

  • Safety
  • Fuel efficiency
  • Environmental protection
  • Operational improvement

While not legally required, many construction and logistics contracts now demand FORS Silver or Gold certification, effectively making it a must-have for many hauliers.

3. ULEZ & Emissions-Based Restrictions

The Ultra Low Emission Zone (ULEZ) requires vehicles to meet Euro VI standards or face daily charges. This is part of the broader strategy to improve London’s air quality, especially in congested central areas.

4. Congestion Charges and Road Access Restrictions

Certain areas in London enforce time-based or vehicle-type restrictions. Hauliers must plan routes and schedules carefully to avoid penalties or delays.
