- Administrative burden – managing permits, certifications, and audits takes time and resources.
- Inconsistency in enforcement – especially when rules vary between London and other UK regions.
“We all want safer roads, but the costs can be hard to swallow, especially for small operators,” says one fleet manager based in Essex.
“FORS is great for raising standards, but it shouldn’t become a gatekeeper for work unless it’s more accessible.”
